NOTICE IS HEREBY GIVEN that the Walnut Creek City Council will hold a public hearing to adopt an Amendment to the CDBG 2026-2027 Annual Action Plan. The proposed amendment updates the adopted Annual Action Plan to incorporate $210,000 in additional CDBG funding identified during fiscal year-end closeout and allocate those funds to support ADA accessibility improvements to downtown sidewalks, an eligible Infrastructure/Public Facilities activity. The proposed Amendment No. 1 to the Annual Action Plan will be available for public comment for 30 days from August 16, 2026, to September 15, 2026.

The City participates in the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) Program to address local housing and community development needs, with an emphasis on benefiting low- and moderate-income residents. As a CDBG entitlement jurisdiction, the City is required to prepare a five-year Consolidated Plan that establishes the City's community development priorities and funding strategies. Each year, the City also prepares an Annual Action Plan identifying the specific CDBG-funded activities that will be undertaken during the program year. The 2026-2027 Annual Action Plan, covering the period of July 1, 2026, through June 30, 2027, was adopted by the City Council on May 5, 2026, and represents the second year of the City's 2025-2030 Consolidated Plan.

Following fiscal year-end closeout, staff identified an additional $210,000 in available CDBG funding that was not reflected in the adopted Annual Action Plan. The City proposes allocating these funds to support ADA accessibility improvements to downtown sidewalks, an eligible Infrastructure/Public Facilities activity under the CDBG Program. Because this additional funding changes the adopted CDBG budget, HUD regulations and the City's Citizen Participation Plan require a substantial amendment to the Annual Action Plan.
Amendment No. 1 updates the Annual Action Plan to reflect the additional funding and proposed eligible activity and provides the required opportunity for public review and comment prior to City Council consideration. The proposed Amendment No. 1 may be reviewed during normal business hours, by appointment, at the Community Development Department, City Hall, 1666 N. Interested parties are encouraged to submit written comments on the proposed plan during the comment period from August 16, 2026, to September 15, 2026.
