The project is seeking approval under the Builder's Remedy and Housing Accountability Act/SB 330. The existing 11 office buildings will be demolished to construct 422 townhouses (condo style) of which 13% (55 units) will be set aside for low-income households. Each townhouse will have a two-car garage, and 116 guest parking spaces are also provided. The proposed townhouses will be located within 83 building groups consisting of four building types (2-plex, 4-plex, 5-plex, 6-plex). The units range from 1,270 to 2,067 square feet.

Applicable State Law
- The Housing Accountability Act/SB 330 limits the city’s ability to deny a qualifying residential project, enabling the applicant to propose residential project on land that is not designated for residential uses, like office and commercial properties.
- Builders remedy allows the applicant does not have to apply for zoning or land use approval.
- The project includes 55 affordable low-income units, which allows the applicant to request waivers and concessions from development requirements, like setbacks, height, design standards, etc. through the State Density Bonus Law.
- AB-1893 has reduced the affordability requirement for builder's remedy projects from 20% to 13%.
