Pursuant to California Government code section 65852.27, the City of Walnut Creek provides an option for applicants and/or design professionals to submit detached ADU plans for the City's pre-approval process. Designers can elect to get their ADU plans pre-approved. They must submit plans and supporting documents to the City for review and meet all the requirements of the pre-approval program. General requirements and steps to apply are listed below.
Homeowners or contractors can use the pre-approved ADU plans to apply for building permits to bypass the standard plan check process. Typical plan check fees of such building permit applications will be waived, however the permit applicant does need to provide a basic site plan and hourly plan check fees are applied for the review of the site plan. Homeowners or contractors must first enter into a written contract directly with the designer. A copy of the signed contract with the designer and designer’s permission letter or other written authorization are required as part of the building permit application package.
