Housing and Community Service Grants

The City of Walnut Creek provides federal, state, and local funding to organizations who provide housing and community services.

Funding is prioritized for services that support:

  • Older adults
  • People with disabilities
  • Abused and neglected children
  • Battered women
  • People with HIV/AIDS
  • People experiencing homelessness
  • People in crisis

Most of the funding comes from the federal government through the Community Development Block Grant (CDBG) program.

Additional funding comes from the City’s general fund through:

  • Community service grants (CSG)
  • Homeless service grant (HSG)

Measure O also funds these services. 


State Grants 

Prohousing Incentive Program (PIP)

Jurisdictions with a Prohousing Designation are eligible to apply for funding through the Prohousing Incentive Program (PIP), a state investment supported by the Building Homes and Jobs Trust Fund (SB 2, Atkins) to create and preserve affordable housing. Walnut Creek applied for PIP Round 3, the first round for which it was eligible after receiving its Prohousing Designation, and was awarded the full $1 million on September 9, 2025.

Permanent Local Housing Allocation

Walnut Creek has received funding from the State’s Permanent Local Housing Allocation (PLHA) program to expand affordable housing and address homelessness. The City was awarded $800,118 for the five-year period spanning 2020 to 2025.
