2025-2030 Consolidated Plan

The City of Walnut Creek is a recipient of the federal Community Development Block Grant (CDBG) program funding which is administered by the U.S. Department of Housing and Urban Development (HUD). HUD requires program recipients to adopt a Consolidated Plan every five years, which sets a broad policy framework to guide the expenditure of the federal HUD funding on community development projects that benefit “low-” and “moderate-income” residents. A community Needs Assessment is crucial to drafting the Consolidated Plan, and requires public participation and consultation with local organizations, housing providers, service agencies, and other stakeholders.  

The City of Walnut Creek, in partnership with the Contra Costa CDBG Consortium has developed the FY 2025-2030 Consolidated Plan (ConPlan) for the use of CDBG, HOME Investment Partnerships Act (HOME), and Emergency Solutions Grant (ESG) funds within a 5 year time-frame.  

Over the five-year period, $60 million in funding could be spent for a wide variety of uses, including:

  • building new affordable rental housing
  • providing first-time home-buyer assistance
  • rehabilitating existing housing for lower income and senior households
  • building new supportive housing for people with special needs
  • improving or constructing public facilities, including community centers and parks
  • improving infrastructure (streets, sidewalks, etc.) in lower income neighborhoods
  • providing employment training and training to small business owners
  • providing a wide variety of services for lower income families and individuals, and homeless person, and so much more

The preparation of the FY 2025-2030 ConPlan began with the distribution of a needs assessment to gauge how the community desires the funding be spent. The Consortium held public community meetings and service provider meetings throughout spring and summer of 2024. Individuals and representatives of various public agencies, community organizations, and service providers throughout the County attended these meetings.

The City of Walnut Creek hosted specific focus groups to gather input and inform the ConPlan. These slides were shared at each meeting. 

The City also solicited input from community organizations, public agencies, and the general public through online surveys from Tuesday, February 20, 2024 through July 31, 2024. 

Needs Assessment & Priority Setting

A publicly noticed meeting was held by the City Council Housing and Community Development Subcommittee on December 11, 2024 to discuss the draft community Needs Assessment resultsCity Council then reviewed and discussed the results of the community Needs Assessment at the City Council meeting on January 21, 2025.

As part of the final step, City Council discussed the draft 2025-2030 Consolidated Plan and the FY26 Annual Action Plan at the June 17, 2025 City Council meeting, and approved the documents.
