The FY 2027 Community Development Block Grant (CDBG) Renewal Applications for public services is open

Before you start

Before you apply, learn about the Community Development Block Grant program.

To qualify, 51% of the program beneficiaries cannot exceed 80% of Area Median Income.

The City uses a system called City Data Services to manage applications, contracts, and reporting.

Steps to Apply

  1. Review the City Data Services application guide
  2. Create an account with City Data Services and complete the online application.

Considerations

If you have a question about your application or new services you might want to bring to the City, we are happy to help. The best way to reach the Housing Division is by email at housing@walnut-creek.org or by phone at (925) 256-3544.

FY 2026 is an application year. Applicants of this RFP will be considered for the first funding cycle of the five-year 2025-2030 Consolidated Plan, which covers both FY 2026 & FY 2027.

FY 2027 will be a renewal year, during which awardees of FY 2026 can renew their programs, and no new competitive applications will be considered.

Applications will be submitted through City Data Services. If you have technical problems, feel free to contact City Data Services support team directly at support@citydataservices.com.

For returning agencies, please treat this application as a new one. Do not just copy and paste, but update your narrative with new circumstances, statistics, stories, and compelling arguments for why your services are integral.

Start early, complete at least the day before it is due! We always get calls about people having issues at the last minute. BEWARE: the computer tracks every time someone logs in, works on the application, for how long, etc. That means we can tell if someone starts it an hour before it is due, and hits send late.

What Happens After Application Submission

After you submit your application, it will show up under “Reports Awaiting City/County Review” when you are logged into City Data Services.

Staff will review submissions and contact applicants with any clarifying questions.

The funding recommendations will then be presented to the City's Housing and Community Development Committee, and then ultimately City Council. Organizations are invited to attend both public meetings.

Reporting

After you get funding, you will need to complete the following reports:

  • Quarterly progress report
  • Expense summary
  • Sources and uses (S&U)
  • Request for Reimbursement (RfR)
